Bu y\u0131l i\u00e7inde IMF\u2019ye olan borcumuzun son taksitini de \u00f6deyince neredeyse bayram ilan etmedi\u011fimiz kalm\u0131\u015ft\u0131. \u00d6yle ya y\u0131llar boyu paras\u0131n\u0131 kulland\u0131\u011f\u0131m\u0131z i\u00e7in s\u00fcrekli nasihatlerini dinlemek zorunda kald\u0131\u011f\u0131m\u0131z IMF\u2019den kurtulmu\u015ftuk sonunda. Bir kez de rahmetli \u00d6zal zaman\u0131nda (1985 y\u0131l\u0131nda) b\u00f6yle bir sevin\u00e7 ya\u015fam\u0131\u015ft\u0131 \u00fclke. Sonra 1994\u2019de krize girince geri gelmi\u015fler yine IMF\u2019li g\u00fcnlere d\u00f6nm\u00fc\u015ft\u00fck. Bu kez geri gelmelerinin nedeni IMF Anas\u00f6zle\u015fmesinin 4\u2019\u00fcnc\u00fc maddesindeki kons\u00fcltasyon zorunlulu\u011fu. Buna g\u00f6re IMF heyeti her y\u0131l \u00fcye \u00fclkelerde bir kez inceleme ve yetkililerle kons\u00fcltasyon yap\u0131yor ve bu kons\u00fcltasyonun sonunda g\u00f6zlem ve de\u011ferlendirmelerini 4\u2019\u00fcnc\u00fc Madde Kons\u00fcltasyon Raporu ad\u0131 alt\u0131nda bir rapora d\u00f6kerek IMF \u0130cra Direkt\u00f6rleri Kurulu\u2019na sunuyor. Bu kurulda tart\u0131\u015f\u0131lan rapor kabul edilince de yay\u0131nlan\u0131yor. Bu raporlar, yat\u0131r\u0131mc\u0131lar a\u00e7\u0131s\u0131ndan \u00f6nem ta\u015f\u0131yor \u00e7\u00fcnk\u00fc her \u00fclke hakk\u0131nda tarafs\u0131z bir heyetin haz\u0131rlad\u0131\u011f\u0131 de\u011ferlendirmeleri i\u00e7eriyor.<\/div>\n
